Latest monthly figures show that there were five new detentions of foreign flagged ships in UK ports during October 2007 and two vessels under detention from previous months. The overall rate of detentions compared with inspections carried out over the last twelve months is 5.7%, a slight decrease on Septembers twelve month rate.
During the month of October 154 Port State Control inspections were carried out in the UK. A total of 40 vessels had no deficiencies raised against them, 66 had between one and five deficiencies, 33 had between six and ten deficiencies 12 had between eleven and twenty deficiencies and there were 3 vessels inspected which had more than twenty deficiencies.
Out of the detained vessels two were registered with flag states listed on the Paris MOU white list, four were registered with states on the grey list and one was registered with a flag state on the black list.
Vessels detained in October included:
a 16,712gt Panama flagged Bulk Carrier which was detained in Tilbury for 7 days because the number and nature of the deficiencies raised indicated a severe failure of the on-board Safety Management System (SMS). Deficiencies included ventilator fire flaps severely corroded and wasted, and there was no safe access over the timber deck. In addition the GMDSS radio batteries were faulty and needed replacing and the crew were unable to send DSC test calls.
a 1,768gt Antigua & Barbuda flagged General Cargo vessel which was originally detained in Montrose as a preventative detention after the unexplained death of a crew member which was believed to be associated with the fumigation of the cargo hold. The pesticide used for cargo space fumigation appeared to have leaked in to the accommodation spaces. After a Port State Control Inspection on 8/11/2007 a full detention was enforced when the bilge pumping system to the hold was found to be inoperative.

Date & Place of detention: 12 /10/2007 - Ellesmere Port Vessel Name: KLAMPENBORG (Ro-Ro Cargo) GT: 9,019 IMO No: 8100571 Flag: Jamaica Company: Convoy Maritime Ltd Classification Society: Registro Italiano Navale (RINA) Recognised Organisation: Registro Italiano Navale (RINA) Recognised Organisation for ISM: Registro Italiano Navale (RINA) Summary: 26 deficiencies in total (1 detainable), detained for 5 days. Detained because the number and nature of the deficiencies indicated a lack of maintenance of the vessel, indicative of a failure of the on-board Safety Management System (SMS). Deficiencies included the Hydrostatic Release Unit (HRU) on both inflatable liferafts had expired and both lifeboat grab lines were rotten, also other life saving appliances were not as required. In addition there was a severe ****roach infestation throughout the galley and pantry areas, a securing dog was missing from starboard side watertight hatch and there was a hole in the port side forward end of the side access to the engine room water tight door. The vessel was released on 16/10/2007.

Detained because the number and nature of the deficiencies identified indicated a severe failure of the on-board Safety Management System (SMS).Deficiencies included ventilator fire flaps were severely corroded and wasted, also there was no safe access over the timber deck, in addition the Global Maritime Distress Ship System (GMDSS) radio batteries were faulty and needed replacing and the crew were unable to send DSC test calls. Other deficiencies included securing bolts missing or useless on a hatch and excessive corrosion on the outboard bilge grab rails and some sanitary facilities were not as required. The vessel was released on 21/10/2007.
Date & Place of detention: 17/10/2007 - Southampton Vessel Name: TORRENT (General Cargo) GT: 999 IMO No: 9015929 Flag: Barbados Company: Torbulk Ltd Classification Society: Lloyds Register (LR) Recognised Organisation: Lloyds Register (LR) Recognised Organisation for ISM: Lloyds Register (LR) Summary: 17 deficiencies in total (4 detainable), detained for 3 days. Detained because the clutch of the emergency fire pump was inopera tive and there was no documentary evidence available to show that the pump was due to be repaired. In addition there was no documentary evidence available to show that weekly safety checks had been carried out. Other deficiencies included 2 breathing apparatus sets found partially discharged and no evidence available of any of the weekly tests that had allegedly been carried out for those sets, also the deck officer was not familiar with the testing of the Emergency Position Indicator Radio Beacon (EPIRB) and the Search & Rescue Transmitter (SART). Working clothes had been stored in the emergency gear locker (fire fighting locker) a major non conformity under the ISM code was identified in respect of maintenance of ship and equipment and in emergency preparedness. The vessel was released on 19/10/2007.

The Hydrostatic Release Unit (HRU) to the Emergency Position Radio Beacon (EPIRB) had expired also the Certificates of Equivalent Competency, (CEC) for the Master and Chief Officer were missing. A major non conformity was raised with respect to the maintenance of ship and equipment under the ISM code. The vessel was still detained at 31/10/2007.

The pesticide used for cargo space fumigation appeared to have leaked in to the accommodation spaces. After a Port State Control Inspection on 8/11/2007 a full detention was enforced when the bilge pumping system to the hold was found to be inoperative. A major non conformity was raised in respect of the inadequacy of the maintenance and testing of critical systems on board the vessel. Other deficiencies included the Safety Management System (SMS) did not contain procedures or risk assessments relating to carrying grain cargos in addition there was doubt over the ability of the chief engineer to communicate in English, the working language of the ship. Also there were no immersion suits provided in the engine room and the lifebuoys were not ready for use and the sight gauges to the fuel and oil tanks were secured in an open position. The vessel was still detained at 31/10/2007.
